Yes. MOOWR is independent of industrial licensing. Defence-licensed manufacturers can hold a Section 65 licence for the same premises, subject to standard MOOWR conditions.
Are aerospace MROs covered?+
MOOWR contemplates manufacture and 'other operations'. MRO activities involving imported components and re-export are routinely structured under Section 65 — we advise on scope at the application stage.
